NORMA Cyber was established in late 2020 as an initiative from the Norwegian Shipowners’ Association (NSA) and The Norwegian Shipowners’ Mutual War Risks Insurance Association (DNK) and their respective members. It has been operational since 1 January 2021.

The Centre offers cyber security services to their members, including sharing of intelligence, incident- and crisis management as well as security monitoring. The Centre is the first of its kind in the world, and the largest maritime cyber security centre.

We are physically located in Rådhusgata 25, Oslo, and are collocated with the security and contigency peparedness teams at DNK and NSA.

Governance structures

NORMA Cyber is established as a non-profitt organisation, with a large degree of member participation and governance structures.

  • Members are involved in service development through the member council

  • Member Council consists of member representatives and is held bi-annually

  • Members have one representative in the Board of Directors

  • Technical set up to support membership involvement and transparency

Organisations History and Milestones

  • 2019 NSA and DNK (and their members) identifies a need for a cyber security initiative specifically targeting the maritime sector

  • 2020 A working group is established to operationalise the cyber initiative

  • August 2020 the three first employees embarks on the project to build the Centre

  • January 2021 NORMA Cyber is launched

  • Mid 2021 NORMA Cyber has grown and are 8 employees

  • June 2021 First Member Council is held.

  • December 2021 First Conference is hosted.

  • April 2022 First Annual Threat Assessment published

  • 2022 Number of employees grow to 9

  • 2023 Number of employees grow to 11

  • March 2023 NORMA Cyber moves into own office space in 4th Floor in Rådhusgata 25

  • March 2023 Formalization of joint cooperation between DNK IOC, NSA Security and Contingency Planning Department to establish the Norwegian Shipping Security and Resilience Centre

  • 2023 NORMA Cyber has its first intern

  • January 2024 NORMA Cyber in formal collaboration with Norwegian authority on Sectorial respons function (SRM) for Maritime industry Read More
